Oversight and accountability within the Mills Network are designed to ensure that infrastructure is operated responsibly, transparently, and in alignment with agreed standards over time.
Oversight functions exist to provide independent assurance that the Network’s activities comply with regulatory requirements, contractual obligations, and internal operating frameworks.
These functions are structurally separate from operational management. They do not direct infrastructure deployment or day-to-day decision-making.
Their purpose is evaluative rather than executive.

These mechanisms are scaled to reflect the operational impact of individual sites and system-wide programmes. Higher-impact activities are subject to more frequent and detailed review.
